keybinds: Fix fullscreenState toggling behaviour (#7288)
* Update fullscreen state dispatcher behaviour
* Change syncFullscreen default to false
* Revert all changes
* Modify fullscreenstate dispatcher toggle behaviour
* Update syncFullscreen according to state
* Update syncFullscreen before setting fullscreen state
